  "summary": "OFFICIAL TRAVEL ADVISORY AND CURRENT SAFETY CONTEXT\n\nThe United States Department of State advises against travel to the Democratic Republic of the Congo, citing a high threat of terrorist attack. The UK Foreign and Commonwealth Office (FCDO) advises against all but essential travel to certain districts within Kinshasa city itself—specifically N'djili and Kimbanseke south of the main N'djili airport access road in Nsele commune. The FCDO also advises against all but essential travel to the N1 road in Kinshasa Province extending westward to Menkao and eastward to Kenge. These restrictions reflect persistent security concerns in the wider region. The eastern provinces of the DRC face significantly more severe restrictions, with travel advised against entirely. Persons in the country should monitor official advisories from their government and register with their embassy. Insurance and evacuation provisions vary; verify coverage before travel or residence.\n\n\nRECENT CONFLICT AND RISK BACKGROUND\n\nThe Democratic Republic of the Congo has experienced decades of armed conflict, political instability, and human rights abuses that have left lasting impacts on governance, economic development, and public security. Kinshasa itself has not been the site of major active warfare in recent years, but the city has experienced civil unrest, including documented incidents during political transitions and periods of state crackdown on opposition movements. The eastern provinces—North Kivu, South Kivu, and Ituri—remain sites of ongoing armed group activity and militia conflict, conditions which have created regional displacement and refugee flows. The combination of armed activity, terrorism-related threats, and criminality across the country has contributed to the travel restrictions now in place.\n\n\nHISTORICAL CONTEXT\n\nKinshasa was established in 1881 as a trading post under the African International Company and later the Congo Free State, initially named Léopoldville. During Belgian colonial rule (1908–1960), the settlement developed as an administrative and commercial centre with planned urban infrastructure reflecting colonial-era segregation policies. The city became the capital of the newly independent Democratic Republic of the Congo in 1960 and was renamed Kinshasa in 1966. The post-colonial period has seen significant population growth alongside infrastructure strain and recurrent political crises. The city's history reflects the broader patterns of colonial extraction, rapid urbanization, and post-independence governance challenges that have defined the DRC's development.\n\n\nGEOGRAPHY AND SETTLEMENT SETTING\n\nKinshasa sits on the southern bank of the Congo River at an elevation of 281 metres, positioned directly opposite Brazzaville, the capital of the Republic of the Congo, across the river. This geographic arrangement makes Kinshasa and Brazzaville the only two national capital cities facing each other across the same river within view. The Congo River itself is navigable and historically served as a principal transport artery; its hydroelectric potential remains substantial though largely undeveloped. The city is administratively organized as a city-province divided into 24 communes and has become one of Africa's most densely populated urban centres. Current population estimates place the metropolitan area at approximately 16 to 18.5 million residents, making it the third-largest metropolitan area in Africa and the seventh-most populous city globally.\n\n\nECONOMIC AND INSTITUTIONAL ROLE\n\nKinshasa is the administrative, economic, and cultural hub of the Democratic Republic of the Congo, housing major government institutions including the People's Palace, Palace of the Nation, Constitutional Court, and related national agencies. The city contains the country's principal banking and telecommunications infrastructure, as well as manufacturing and light industry. However, the economy remains fragile, shaped by decades of political corruption, misgovernance, and civil conflict. Despite the DRC's substantial mineral wealth in cobalt and diamonds, Kinshasa's economy has not stabilized. Much economic activity operates informally, with residents engaging in small-scale trading and barter. Formal employment and reliable public services are limited, and infrastructure decay remains visible across many neighbourhoods. Foreign investment and international support remain inconsistent.\n\n\nDAILY LIFE AND LOCAL CHARACTER\n\nKinshasa has a rich cultural heritage influenced by traditional Congolese practices and modern urban life. The city hosts museums, including the National Museum of Congo and the Contemporary Art Museum, and religious landmarks such as the Basilica of St. Anne. Local music and artistic traditions remain significant to the city's cultural identity. Markets operate throughout the city, though conditions in many neighbourhoods remain challenging due to poverty, inadequate water and sanitation, and limited healthcare access. The informal economy dominates daily life for many residents. The city also experiences significant refugee and displacement populations from regional conflicts, adding pressure to already limited services.\n\n\nPRACTICAL NOTES\n\nPersons considering travel to or residence in Kinshasa must review current official travel advisories from their government before departure. Verify that travel insurance covers the destination and includes evacuation provision. Register with your embassy upon arrival. Secure lodging and remain informed of local security conditions. The city lacks reliable public transportation; movement depends on private vehicles or informal taxi services. Access to reliable electricity, clean water, and medical facilities is uneven. Persons should avoid the designated restricted zones and keep informed of any changes to official guidance, which can shift with political or security developments. Check official sources regularly for updates.",

          "slug": "regional-risks",
          "body": "This section has safety advice for regions of the Democratic Republic of Congo. It only covers regions where the Foreign, Commonwealth & Development Office ( FCDO ) has specific advice. You should also read FCDO ’s overall travel advice and safety and security advice . Eastern DRC FCDO advises against all travel to the provinces of: North Kivu, including the city of Goma South Kivu, including the city of Bukavu Haut-Uélé and Ituri, including the entire DRC-South Sudan border Maniema Tanganyika Haut Lomami The security situation in eastern DRC remains unstable. Armed groups are active and intercommunal violence can affect the political, security and humanitarian situation. Large numbers of civilians remain displaced as a result of the conflict. Acts of violence, including killing, rape and looting continue against civilians. There are continued reports of towns in eastern DRC being attacked by or falling under temporary control of armed groups. There are continued reports of attacks and kidnappings, including against staff from NGOs and international organisations. Be prepared to leave at short notice via available routes. If you are in an area against FCDO advice, you should be vigilant at all times and keep your security situation under constant review. Foreign nationals travelling in eastern DRC have been left vulnerable, without escorted transport. The risk of kidnap or injury remains high. While British government staff do visit areas of eastern DRC, the British Embassy’s ability to offer support is severely limited. Peacekeeping forces A United Nations peacekeeping presence is deployed in eastern DRC. The Congolese army is carrying out operations against foreign and domestic armed groups operating in North and South Kivu and Ituri provinces. Foreign, regional forces are also present in eastern DRC. Goma and Bukavu FCDO advises against all travel to Goma in North Kivu and Bukavu in South Kivu in eastern DRC. The situation in eastern DRC is unpredictable, and there is a high risk of ongoing instability, particularly in Goma and Bukavu. The armed group M23 and Rwanda Defence Forces (RDF) have captured and taken control of Goma. Fighting in Goma and the surrounding areas has intensified. Goma airport is currently not operational and is under the control of RDF and M23. The Goma-Gisenye border crossing into Rwanda is controlled by RDF and M23. The border appears open however the situation is highly unstable and there have been incidents of people being temporarily detained and denied entry to Rwanda. On 16 February, RDF and M23 forces captured and took control of Bukavu, the main city in south Kivu. This follows advances south from Goma. On Friday 14 February, M23 and RDF forces captured Kavuma airport, approximately 30km north of the city. Commercial flights are not operating from the airport. The Ruzizi border crossing in Bukavu is under RDF and M23 control and appears open, but the situation remain highly unpredictable and may change at short notice. There is an ongoing risk of protests in the east, particularly in Goma, North Kivu province. These could be directed at foreign nationals. A ‘state of siege’ is in place in the provinces of Ituri and North Kivu. Military administrations with extended security powers have replaced the civilian administrations. On 20 February 2024, the Governor of North Kivu banned vehicles from driving in the province with tinted windows (this includes the city of Goma). The situation in Goma, Bukavu, and the surrounding areas remains uncertain, unstable and can change quickly. British nationals should be prepared to leave at short notice and have adequate supplies of food, water, medicine etc in case of the need to lock down. Tshopo Province The security situation in and around Bangoka International Airport, Kisangani, remains unpredictable following recent drone attacks against DRC military assets at the airport. These attacks have been claimed by the M23. Commercial flights are operating as usual, but availability can change at short notice. Border crossings with Rwanda The border crossings between Rwanda and the DRC at Gisenyi/Goma and Cyangugu/Bukavu may close at short notice. On the 27 January 2025, there were reports of gunfire and artillery fire crossing the border into Rwanda near the Gisenyi/Goma border crossing. Territory in Mai-Ndombe Province FCDO advises against all travel to the Kwamouth territory of Mai-Ndombe Province. This is between, and including, the towns of Kwamouth, Bandundu and the southern border of Mai-Ndombe Province. There is ongoing intercommunal violence between ethnic groups over land. The government has deployed a military force to the area. We are not aware of any direct threat against the international community or British nationals. Be aware of the increased violence and potential threat. Areas in Kinshasa Province Due to the risk of violent crime, FCDO advises against all but essential travel in the districts of: N’djili and Kimbanseke in Kinshasa city, south of the main access road to N’djili airport, in Nsele commune Kasa Vubu in Kinshasa City, bordered by the N1 Triumphal Road (Stadium), Barumbu District, Lingwala District and the south of the botanical garden FCDO advises against all but essential travel to the N1 road in Kinshasa Province, between and including Menkao to the west, Kenge to the east, the border of Mai-Ndombe province to the north, and 10km to the south. There has been fighting between local militia and Congolese Armed Forces on this section of the N1 road. There are checkpoints on the road and reports of access being blocked. The authorities advise to travel during daylight hours. Kasaï Oriental, Kasaï, Kasaï Central FCDO advises against all travel to the province of Kasaï Oriental. FCDO advises against all but essential travel to the provinces of Kasaï and Kasaï Central."
